epi.1 The team of the District of Columbia, in a race for a dangerous criminal, are led to Hawaii. United by a common cause, the team of Special Agent Tennant, together with agents of the NCIS MCRT Nick Torres and Jessica Knight, hunt for the Raven, aka Herman Maxwell, and learn about plans to attack the RIMPAC (The Rim of the Pacific Exercise) exercise on Oahu, the world's largest international exercises at sea. Both teams uncover a complex criminal network, thwarting both a very large-scale sinister plan of a large-scale attack and a plan of personal revenge.
